U.S. Officially Revokes Double Tariffs on Chinese Walk-Behind Lawn Mowers

The United States has formally revoked overlapping antidumping and countervailing duties on certain walk-behind lawn mowers imported from China following a sunset review process. The measure applies to gasoline-powered walk-behind mowers with engines below 3.7 kW, or approximately 5 horsepower, and removes both the antidumping and countervailing duty orders covering the affected products. The decision marks an important trade-policy adjustment for Chinese lawn mower exporters and U.S. importers sourcing outdoor power equipment.

According to the announcement, the revocation takes effect retroactively from July 13, 2026. U.S. Customs and Border Protection is expected to process refunds of relevant cash deposits collected on eligible entries made on or after that date, together with applicable interest. Importers that previously paid deposits under the affected duty orders may therefore need to review their customs entries and coordinate with customs brokers or other professionals regarding potential refunds.

The products covered by the decision are primarily classified under HTSUS 8433.11.0050 and include certain finished walk-behind lawn mowers, such as self-propelled and non-self-propelled models, as well as products imported in assembled or unassembled form. For Chinese manufacturers and international logistics providers, accurate product classification and documentation remain essential because the exact scope of a trade-remedy order depends on the technical characteristics and scope language rather than the tariff code alone.

The removal of these additional duties could reduce the landed cost of eligible Chinese lawn mowers entering the U.S. market and improve sourcing flexibility for American buyers. However, exporters should continue checking current tariff rates, customs requirements, product certifications and other applicable U.S. import regulations before shipment.
