EU Triggers PFAS Restrictions on Consumer Goods Including Textiles and Cosmetics

The European Union has officially enforced REACH Annex XVII restrictions targeting PFHxA and related substances, banning sales of non-compliant apparel, footwear, cosmetics, and packaging as of October 10. This major regulatory update marks a decisive shift in the EU’s multi-stage commitment to eliminating toxic, persistent chemicals from everyday consumer products.

Under the standard, products are restricted if PFHxA and its salts reach 25 ppb or related substances hit 1,000 ppb in homogeneous materials. While existing market inventory remains legally salable and PFHxA-free goods are exempt, full enforcement will extend to additional public-facing textiles by October 2027.
