EU Plans to Raise Handling Fee on Non-EU E-Commerce Parcels to €10

The European Union is moving toward significantly higher handling charges for low-value e-commerce parcels entering the bloc from non-EU countries. According to proposals backed by European textile industry association EURATEX, the handling fee could rise from the previously discussed €2 level to as much as €10 per parcel. The measure reflects growing EU efforts to address the rapidly expanding volume of low-value cross-border e-commerce shipments and strengthen customs supervision.

EU data indicate that approximately 4.6 billion low-value parcels entered the market in 2024, highlighting the scale of pressure on customs and inspection systems. France has already introduced a temporary €5 handling charge on certain parcels from July 1, while broader EU-level reforms are expected to progress further from November. The changes could substantially increase landed costs for sellers relying on direct-to-consumer small-parcel shipping models.

For Chinese exporters and cross-border e-commerce sellers, the potential €10 charge would add another layer of cost alongside tariffs, customs compliance and other import-related expenses. Traditional low-value parcel models built around direct mailing and favorable duty treatment could become less competitive as European regulators tighten enforcement. Businesses may therefore need to reassess pricing, fulfillment structures and inventory strategies for the EU market.

The policy direction could accelerate a shift toward consolidated freight, European warehousing and localized fulfillment instead of shipping individual parcels directly from China. Sea freight, air freight consolidation and bulk customs clearance may become increasingly attractive for sellers seeking greater cost stability at scale. Although the final €10 fee has not yet been fully implemented, the trend signals that compliance and localized supply-chain planning will become increasingly important for companies selling into Europe.
